Ive sent my savegame via weTransfer due to Filesize, iam using Real World mod as well.
As Tobbesson wrote, its possible to win the first election in a new game. On all the further elections its not possible to become Mayor of other Cities.
The Support rating ticks back down as it hits 40%, even if your budget is 3-4times higher than opponents.
