Just run any game and watch how you are mysteriously paying wages for a non-existent employee when you don't even have any firm on the board yet.
Is this a new mechanic to simulate the living expenses of CEO's?
All AI's seem to be affected by this bug as well.

Start a new game, DLC don't matter, don't do or build anything, just check your firm's ''Corporate Income Statement'' in the information center under Financials and check if you are losing money in the ''Salaries Expense'' subsection as you run the game in speed 4 or 5. It seems to be somewhat random how much money you actually lose depending on the game startup. I had one game where it drained 80,000 dollars every month and another where it was only 1,500 dollars a month. That's a huge discrepancy. Losing just 1,500 dollars a month is chump change in the grander scheme of this game so I doubt many people would realize it since every human player is likely to start investing immediately in actual firms and it would drown out this small number. I just happened to accidentally find this bug by being lazy

though I imagine that people who play with AI headstart or play the initial game with stocks would be heavily annoyed by this bug. V6.9.02
