I go to the new bond interface and choose amount, desirable term and get a bond at, say, 7.25%p/a interest. Immediately after that I am able to issue a second bond for the same (or any other) amount and the same term. This second bond will have 1.0% lower interest.
I just tested it in the same way that you described but didn't get a lower interest - see the attached screenshot.

Please try the latest version 6.0.08 and see if it makes any difference.

I have sent you a save file. You can run it and immediately push issue bond now several times. I see this after issuing several default 10M bonds:
(by the way, the save that I PM'd you is from 6.0.7)

New version - new bug ;)

Starting a new game in 6.0.8. After a month I have some leftover money and my initial 80% bond became ridiculously cheap. Great! Let's buy it out!

Just for fun. Here's my balance sheet after 2 years on minimal startup capital with 80% bond.

Of course I cannot inflate this company forever. There are certain limits for that. But I will definitely be able to grab 3-5 Mayor positions in the first elections. (provided I will get a couple of suitable candidates in the middle of elections)
Before the bonds I was able to get the first Mayor on third or fourth election. So bonds system is currently overpowered.

All the bugs you have reported so far on the bond system have been fixed.

Please download v6.0.09 from https://www.enlight.com/forum/viewtopic.php?f=52&t=6904

1) Fixed various bond issues.
2) Added buttons for displaying financial statements for apartments and commercial buildings.
3) Profit taxes now applies to apartments and commercial buildings under the CES DLC.

grrrr. I only finally managed to win my first three elections and get into deep debt because of it and there's already another version :)))))
But bond and taxes fixes are a fair reason for a new start. ;)

6.0.09 Impression number zero, before I even started an actual game. Real estate financial statement is awesome! But I don't see its taxes in this report.

Does your company have any "accumulated loss for future tax deduction" on its income statement?

On a separate note, just wondering what you think - do any of the following suggestions for new DLCs interest you?

As I said, it was before I actually started a game. Every time I run a new version I start an empty game to decrease music volume. That's where I saw it. A game with no DLCs and default settings. So it's great that my impression was a mistake. (but by the way maybe it is a bug in no-DLC game). ;)

As for side notes, I m not a fan of 2 out of 3 ideas there.
Shopping mall is useless. It compacts space needed for retail stores but I still never actually run out of space in Cap Lab.
Mining... I don't see the value that it can add. Yes, Raw resources production is mostly a placeholder, but it is ok. We are building cities, not rural areas. Imagine a coal mine in downtown Manhattan. ;)
Electricity. Interesting idea. But you should invent a more interesting meta-game for it than just "place a powerplant every 10 blocks to make a grid"
