I feel that most of the people who are able to purchase the Service Industry DLC and the Banking and Finance DLC are fans who follow the forum. The menu bar is still stuck at the Digital Age DLC.

FYI, these restrictions are only present in the Survival mode in the City Economic Simulation DLC. If you turn off the Survival mode, there will be no restrictions on these.
