Since this comes up quite often.. Thought may as well post this.
First you need to download the Mod Kit from the Release or Post Beta Release forum.
The current one is version 10.0 Once you have downloaded this you will need to extract the files, windows should be able to open this but I use 7 zip (https://www.7-zip.org).
You can extract it anywhere, I extract it inside the game folder, but location is up to you.
Then you need your picture, you will need it in 3 sizes, 300x320, 150x160 and 60x64. The file must be saved in the Portable Network Graphics (PNG) format.
If you don't already have an image editor you can use tools like Paint.net (https://www.getpaint.net/) or GIMP (https://www.gimp.org/) or online image editors.
Crop and resize your image until you have these images. (start with biggest first so you don't lose quality)
Then open the modkit wherever you put it, and navigate to Images, then Persons. You should be here.
Find a picture in this folder you want to replace, (you could add yourself to the character list, but that requires database editing so avoiding that), in the image above as I am using a female character I chose to replace F01 at the top.
In turn rename each of the 3 sizes images you made to F01.png.
Put the 300x320 file in the subfolder called large
Put the 150x160 file in the subfolder called medium
Put the 60x64 file in the persons folder.
If you named them correctly it will ask if you want to overwrite the existing file - click yes.
Once this has been done, find Pack.bat in Large, Then Medium, then Persons and double click the file in each of the 3 places.
You will know if it has worked as the date on the Persons.Res file in each folder will change as below.
Now go back to the base ModKit folder, and look for Packall.bat
Run this and after a few seconds you will end up with a new file, Capmod.Res - this is the mod with your picture in it.
You can rename the file if you want, so you know what it is, i renamed it Taylor.Res make sure it keeps the same file extension so the game can read it.
Drag the file to your game folder - Capitalismlab/Mods
Right Click in the folder and select new text file, called it the same name as your mod, in my case Taylor.txt
Open the text file, and paste the following in. (You can put the title/description as you want).

Title=My Picture Mod
Description=This Mod Puts My Picture in Game.
Author= Me
Version=1.00
Follow the guide here https://www.capitalismlab.com/mod/how-to-use-a-mod/ for how to activate the mod - do note you will just see a yellow rectangle for your mod as we didn't create an image.
If you want a picture download this image and rename it same as your mod.
So you have
Then when you start a new game with the mod activated you should get the options like below - see next post wouldn't let me attach more images.

If you have a mod you like, and the author has provided the source files, then you can do the same thing to put yourself in the mod. If they haven't provided the source then your out of luck.
