AI Research Centres
What is the reasoning for this sort of behaviour, during the 100 years the game ran they closed and reopened R&D centres in the same city so many times.

this is another i just made, not quite as extreme but frequent closing and opening of R&D centres all in same city, which wouldnt make sense from a financial perspective.

This will be covered in the major AI improvements in version 10.1 which are currently being worked on.
