COO function is not working

hi, I hired COO with pricing policy max share market, however after 1 year, he never do anything ( never do the price change )
I have sent my saved file, please look into this.

I loaded your save game and noticed that you haven't assigned your COO to manage your firm. You can click the icon indicated in the attached screenshot to assign him to manage your firm.
