New tech notifications

It would be nice to get some kind of notification that new tech is available to start research.
An alternative would be to show the year it is available in the manufacturing adviser.
Another idea is to allow the player to research the tech at any time, but the earlier you research from the set invention time the more it costs and the longer it takes to research

This function is already available - you can hover the mouse over the "?" icon next to the "Tech Invented" field and it will show the info in a popup box.

Looks like it only works when the full detailed tool tips is on.
I usually like to have these off, once you know what most of the buttons do it's distracting.

The dates are more of a reference, maybe for something like this the tool tip should stay on regardless of the setting.
This is where it wouldn't be distracting either because it only shows up hovering over the "?".
Or maybe if they are off make the full detailed tool tip show up after clicking the "?".

This issue has been addressed in the latest version 3.0.17.

Now when you hover the mouse over the “?” buttons, it will display the help message regardless of the Help setting on the option menu.
