Advertisment bug or working as intended?

I've seen this a lot when buying stores of the AI or merging companies. You'll check out what they were doing with their stores, why they were losing money and find some paying for advertisement but not connecting it to any sales output. Does that mean they are just spending the money on advertisement and it's not doing anything?

This was one of those stores I gain in a merger.

This is intended. Actually advertising is only executed when an advertising unit is connected to another unit like a Sale unit or a Purchasing unit with a product. When such connection does not exist, there will be no advertising expenditures.

In other words, even though the advertising spending slider is set to a value, since the connection does not exist, it won't incur any advertising expenses.

Check the coo skill set. They might be a person that doesn't like to spend money on advertising. They also might be set to not advertise which I believe you set at the hq

Yes that would actually be a good idea as sometimes we want to limit the budget. Currently I think the only way is by using a marketing manager. But I don't know if they can control the advertising of stores that are managed by the coo.

COO can not. It's why CMO is a separate job.

My point was a coo managing a store can control the advetising. But if you bring in the marketing manager, does the marketing manager now control all advertising even in stores that are run by the coo?

Yes, CMO control all firms with advertisement units.

Cool so that does mean we can limit their budget.
