I list my mansion up for sale, and when I get an offer; if I accept the money never gets moved over to me, and my mansions stays up for sale (for sale by me).
Also, if I try and make a counter offer (even 100k over what they offer) they will ALWAYS decline.

We have released Capitalism Lab Post-Release Beta v2.2.08. You give it a try and see if it will fix the issue for you.
