Bank Insurance Branches Upgrade option

Instead of having us cluster bank branches why not let us Upgrade the capaticy of a branch to a max while keeping the clustering as an option.

-Upgrade only becomes available once staff level is at 95 or better and customer wait time exceeds X mins (45?)\
-You can upgrade a branch a max of X times
-You can only upgrade a branch capaticy once every X years after meeting staff and wait time requirements
-Upgrade of branch will be a % of global insurance premiums
-Cluster strategy still can work

i would prefer a system where similar to media where online phases out printed media, online banking phases out local banking so as today, you just don't need so many branches

Have folks relay less on physical bank locations and the R&D of digital banking technology determines the customer's need of the banks physical stores over being able to do digital. I like that still would want to increase capaticy though. I have some branches with 100+ traffic if I add a branch to cluster that new branch in lower traffic location and wait times seem to stay elevated.

A combination of both approaches probably would be best.
