This proposal suggests introducing a government and public institution contract mechanism, expanding the strategic depth of the game and providing mod developers with new content creation opportunities.

I do think public procurement would be a good idea. Not sure if all of these suggestions should be implemented, but generally speaking the city government should be a customer that buys products for themselves, with the demand determined by the budget/population size/facilities, etc.

Companies could compete to offer the best quality/price for the city and get a contract to supply those goods for a certain amount of time at a certain price level (or maybe just have the city be a customer like any other that buys from factories on its own initiative).

Some product purchases that the 'City Company' could be a customer for:

- Automobiles based on the Fire Station/Hospital/Police facilities. Bought from a factory based on whatever company has the best rating.
- Desktop Computers, Notebook Computers, Printers (all public facilities except sports, depending on their budget levels).
- Sports Equipment (for Sports facilities, depending on budget).
- Drugs (for hospitals, demand would be stable and dependent on how much of the population is served)
- Furniture (all public facilities, depending on budget)
