v11.33 Number Of Retail Store Floors - Not Respected

Hi,

I am on Version 11.0.33 Beta
I have all DLC enabled
No Mods.

When I start a new game I set "Retail Store Floors" setting to "One", but this is not respected, all retail stores can build additional floors.
-> I notice each time I start a new game, the setting is set back to "Multiple"
--> Side note: The number of competitors is always set back to 47 instead of 50, is that an issue as well?
