I didn't encounter this glitch as the "Build a New City" button is grayed out and not clickable when I select an unavailable tile (eg a mountain).

Did you have to do something else to get to see the wrong message?

creating a new game with no mods, see screenshot below.

clicking the mountain says max cities reached, clicking on grass allows a city to be built

I believe that it is also true that the maximum number of cities has been reached. To find out whether it is the case, you may start a new game and select a mountain tile and see if it will display a different tool-tip.

the max cities hasnt been built, the screenshot clearly shows i can build one on the grass area, that was a new game

Got it. I will request the programmer to fix it for the next patch v6.5.08.

as a result of adding the extra colours it makes other screens less clear, for example this one, where the colours in the bottom window no longer match up with the colours for the company.

I tested it but didn't encounter the problem. If you restart the game, does the problem still exist?

I have forwarded this to the programmer and he will work on fixing it.

i can confirm i have no problem selecting the talent settings either (as mentioned in the post above)
