Th intended gameplay is to let the player run the city via members of the player's party. Thus it is not automated.

Personally I would like to see it optional whether the AI auto managers or player manages (I don't want to micromanage possibly 5 cities as well as running a business)

The elections seem a bit pointless, there are so few potential mayors that even if you leave the city with 0 services year on year they still get elected again and again.
And as said previously there are just not enough AI players in the game, it needs dozens more, its possible to be at the point where you cant make subsidiaries because there is nobody to run it.

Also is it intended that not all mayors are affiliated with a political party ?

I also find the budget sliders for city facilities very difficult to use and clicking on the "white circle" doesn't let you drag the slider, its sort of pot luck clicking on the right bit to move it (seems to be only on the sports buildings)

Also the relocate city building option doesn't seem to work, I can click where I want the building to move to, but it doesn't move.

In my game, I always have at least 2 parties existed (even 3 if number of cities are high), and I always have to form my own party. And I have close to 90 AI persons if I set the number of competitors to 40. Perhaps it's just the ratio of persons and parties to number of competitors is not well balanced if they are set to too low? Or is it possible that using a script somehow affecting the balance?

I have no problem adjusting my civic building budget, sliding it quite often, and can pinpoint quite accurately. My problem is usually about the last mile, from 0.99 to 1.00 fully funded building. It's very difficult to click the last bit. Although it doesn't affect much, but with enough facilities stay at 0.99 or 0.98, it bugs me a little (this is not the only time the sliding bar is difficult to click the last bit, a lot of the sliding bar has difficulty reach max, like the apply all training, or apply all advertisement in headquarter, even in game setting, where setting up PEI, etc with sliding, this is kinda an issue all around)

The relocate civic building issues exist in 4.2.03, I've reported it before, and it seems to persist in 4.2.04, however I have no idea how it triggered or why. Sometimes it didn't worked before, and after a couple of years it worked again, then not again.

Although I rant a lot about how bad AI manages a city, but I do support some sort automation. Especially for established cities. Tuning budgets for all the cities my parties have mayors are just tedious. At least an option like the auto rent following bottom for apartment is a great help, especially when city no longer struggle for funds.

And is it correct that in 4.2.04 AI mayors no longer build more civic buildings on their own? They seems to flicker the city budget for civic buildings a lot more often. And causing a lot of emigration issues here and there for AI running cities.

I loaded your save game and noticed that there are actually two members in your party.

All mayors are supposed to be affiliated with a political party ? Did you notice anyone that is not?
I also find the budget sliders for city facilities very difficult to use and clicking on the "white circle" doesn't let you drag the slider, its sort of pot luck clicking on the right bit to move it (seems to be only on the sports buildings)
I just tested it and I could drag it.

Or you could just single-click on a point on the slider bar to set it.
Also the relocate city building option doesn't seem to work, I can click where I want the building to move to, but it doesn't move.
I also tested this and it worked on my game. Could you provide me with your save game with this problem and tell me which civic building you intended to move?
The elections seem a bit pointless, there are so few potential mayors that even if you leave the city with 0 services year on year they still get elected again and again.
Please also send me the save game with the above problem and I will test it too.

I used the same setting to generate a new world, and I got similar result as cantdownloadit. I didn't form the party myself, it was appointed automatically by the game, and some cities will have mayors not belong to any political parties. And since there's only 7 possible candidates in 2 parties, all will be elected if they happened to live in the right cities.

The number of persons is a lot fewer than if set number of competitors to 40 (about 30 compared to close to 90)

Also with 7 cities setup and usually a party's number of members is around 2 to 4, and sometimes some lived in the same city, which means my party can never get elected as mayors for most cities.

This should be a bug then. I will forward the info to the dev team to fix it.
The number of persons is a lot fewer than if set number of competitors to 40 (about 30 compared to close to 90)
There is a total of 87 persons in the game. So it should be sufficient even for the case of having 7 cities and 40 corporations in the game.

Even with 50 companies and 10 cities, they can still be covered by the 87 persons.
Also with 7 cities setup and usually a party's number of members is around 2 to 4, and sometimes some lived in the same city, which means my party can never get elected as mayors for most cities.
A new member will join your party automatically when all of your existing members are mayors already.

You should be able to have a party member run for mayor in a city other than the person's home town. Perhaps you could give it a try and see if it works this way as intended.

I am confused. If I load cantdownloadit's save game, quit to main main menu, start a new game, regardless what I changed with my setting, I get those weird political party issues.

If I load my old save, as attached. Quit to main menu, regardless of what my game setting is changed, even if it's the same setting with the the above. It looks fine. More curious is that they show very different game difficulty, even if they have the same setting.

Load with my save, and restart
