Is this a bug?

I have a factory producing bottled milk, and this shows the end product quality as being 39

My retail store in the same city is buying this bottled milk
But the purchasing dept here shows quality as 32 (does quality decline during freight?)

Even more confusing is that this feeds directly into a sales dept at the store, but now the product quality shows 27.
What happened to the product in between purchasing and sales ?
