No demand, lots of supply

I have encountered this bug.

I have a retail firm that purchases supply from a factory. However, at some point it says there is no supply.
But when I view the factory there is a lot of supply, but no demand. If I relink the supplier in the retail firm
then it works fine for a while, and then it occurs again.

What product is this? I have noticed that a couple of the factory layout plans have extra links where they shouldn't.
For instance the plan for Air Conditioners and Washing Machines has a sales unit that is linked to both products manufacturing units.
What ends up happening is that it will sell Air Conditioners for a few months, and then switch to Washing Machines, and then back again.

I have seen this on at least one other plan, but I can't remember what it was.
