I just tested it and it worked. I provide my save game for you to check - run the save game and observe the change in the balance sheet. Once the R&D project is completed, the Intangible Assets will increase from 0 to $9.4 million.
The Tech Disruption option is enabled in this game, so you will see decreases in Intangible Assets every year due to tech disruption.
