I split the mod into several parts according to construction, service, digital age, general cargo, etc., and made several small mods, and these mods can be run. But when I combine general cargo with the digital age, this problem still arises, please what is the wrong question?

If it still doesn't fix the problem, then please provide us with your save game file and let us know the following?
1) The exact steps for triggering the bug with the save game
2) Please also send us your mod files.
