Yes, this has already been partially implemented by developers for factories and stores. But the proposal implies the ability to adjust three independent modifiers.
for example, a store has parameters: the price of 1,600,000 operating costs are 10%, those 160,000 and production space - 100. With such parameters, the payback of construction can be only a few months (while the average payback of an office or an apartment building is about 7-15 years). To increase the payback time, it may be sufficient to separately increase the cost of the store to 10-15M, without changing other parameters, since AI can be unprofitable with high overhead costs.
You can try another way and create duplicate stores and factories with your own parameters, but with farms this does not work. AI does not build them even if they are cheaper and have a larger production space.
Attempts to balance corporate profitability using the method described by rlqhd5256 (thanks for the tables, as well as detailed explanations) lead to the fact that AI refuses to compete in areas where profitability is below the values ​​it is interested in. And if there is only one company in the region, then the prices of products increase even more, which leads to even greater profitability of the industry leader. If you reduce the price of a product and at the same time increase the amount of ingredients required to obtain a unit of this product, then at some point it becomes difficult for AI to maintain the production of these ingredients at the required level. Perhaps, therefore, it will be easier to obtain an acceptable balance using the three building parameters.

AI focused on Real Estate buys large plots of land and does not build buildings if the Suply and Demand Index parameters are greater than certain values, while I can build 10 or more apartment buildings at once and all of them will be filled by 85% or more after a while, making a profit.

Mayor/City should able to invest in companies which is going bankrupt or need funding, only if that company is supporting jobs and paying high tax revenues to their own particular city, just like US government bailed out companies GM etc
