Because they don't have access to virtually unlimited credit line at central bank loan interest rate.

In the next phase of the Banking and Finance DLC beta-test, we will roll out the banking system. The player will no longer be able to take loans from the central bank and must take loans from commercial banks, with tighter credit limits.

Ok, waiting for the bank feature roll out.
Anyway loans usability is not the only thing that I found. I have described another set of issues/bugs here.

By the way looks like corporate bonds description on website is inconsistent.

In fact it looks like bond interest payments are applied daily.

Talking about bonds. Looks like every subsequent bond increases my rating. Tested on lowest bond difficulty.
On the screenshot below you can see that I can immediately take a bond on better terms because my rating increased to BBB. I did not invest money that I just took and did not unpause the game.

I just did a test and didn't encounter the same situation. My bond rating dropped as I issued new bonds.
What's your game's inflation mode? On, off or inverse?
Did the same situation happen in new games you tested?

These Banking and Finance DLC issues you reported have been fixed in the latest update v6.0.07 which you may download from: https://www.enlight.com/forum/viewtopic.php?f=52&t=6904
The other issues not related to Banking and Finance DLC issues are queued for fixing by the dev.

Bug fixes - great! I will test it.
As for the bond rating increase, let's call it a minor issue for now. Maybe it's just a calculation or rounding issue. It is not leading to subsequent bonds to be cheaper again and again. I will continue looking at this subject.

If bond market price is higher than market price then yield should be higher than coupon rate.
