As your the Mayor shouldn't you get the choice how many ports to build, and where they will be located ? (same with airport but atm its a useless building)
Like other buildings it should have a running cost, and an income from the taxes/shipping paid on goods that are imported (and exported).
Funding level should affect how much can be imported through the port (as this also gives another way to exert control over your city - do you starve it of resources to make firms struggle to get all they need/or set up new semi product industries in your city or do you flood with resources making it an easier place to start a business )
Possibly the option to flip ports between raw materials and goods - so its possible to say have one city that only imports raw materials. (eg China imports lots of resources whereas say the UK imports lots of goods).

This might be included eventually I would imagine, since ports are also important to determine freight route and freight cost. As to set up which products to import, I feel this kinda make the game too easy. Unless the cost of setting up the ports or changing the goods are high enough and comparable to setup mines or other infrastructures expenses.

it could be a potential cash drain as well... if your funding the port and nobody is buying what its importing, it would make a loss not a profit...

But it's a good thing right? Risk and Reward it's always like that when manufacturing more goods or producing raw materials.
