Your support rating needs to be higher than those of other mayoral candidates.

I run several games with different elections, and sort of get a feeling that not only "Support rating" during election matters, but also current "Approval rating" of the mayor also matters? The "Support rating" needs to beat not only other candidates' but also "Approval rating" as well? And if no candidates have majority (and usually when all run out of campaign fund), then the result seems random (even non-candidates will be "elected")
