Dominate the Insurance Industry

Hey guys,
I've started a new game on v10.0.40 with Real World mod. During the 15-year waiting process, I took control of the top insurance company.
I own 76% of the company, and their market share is 66.2%.
However, in the 'Complete Domination' goals, the Insurance is not ticked.
Shouldn't I already dominate the Insurance with complete control of a company that dominates the market?
If not, what is needed?
Thanks.

Domination goals will not count if it is the subsidiary company and not the parent company. There is an easy solution though: Just merge companies and you should get the victory.

Thanks @Stylesjl.
I was going to try that, but the parent and the subsidiary companies can't be merged unless the parent company has 100% of the shares. The parent company either needs to pay or issue new shares for the rest of the shares.
