There are always 2 opposition political parties - there should be able to be more.
What especially makes no sense is two politicians from the same party running in a general election, that doesn't make sense and must be a bug.

There can be up to 5 parties (including yours) with 15 cities.

But yes I have occasionally seen the same party running 2 candidates in the same place
