I chose to implement the COO with very limited abilities. I only allowed retail price changes, specifically choosing "No" for allowing any alteration of retail products. I discovered that retail products designated "obsolete" do not seem to match the policy criteria of retail product. Thus, the COO defied my orders and wiped out my inventory of camera and mobile phone before I was ready. The COO also proceeded to replace these obsolete products with new products that I would not have chosen. This cost me a financial hit to my inventory as well as substantial time and effort putting things back to the way I had them before the COO messed things up.
I conclude that there is a small glitch in the program code that doesn't consider obsolete products as products matching the policy criteria. My current option to avoid this glitch is to deactivate the COO as manager; this means that I can't use it for pricing strategies, nor for any of the skill boosts provided by their expertise. (I do know that I can selectively disable the manager by firm, but here again, I lose the benefit of the COO skills. I also have a large number of firms across many cities that I would have to selectively change to prevent these product changes.)
Can I request that obsolete products be properly considered in the policy criteria to prevent changes other than pricing? Can this be fixed -- When I say no, I mean no.

2) The exact steps for triggering the bug with the save game

I am using 9.1.16, no Mods, but do have City Economic Sim DLC activated. I don't wish to provide any saved games.
I will just have to work around the COO ability to substitute viable products for obsolete products. even though the policies enabling product changes were marked "No". I was surprised, however, that just recently, the COO also changed a not-yet-obsolete product (Camera Phone) on every single one of my retail stores (~26) that were selling the product. I verified that the camera phone was not yet marked as obsolete in the manufacturers guide. I also verified that no other products were changed in any other retail stores. The change caught me before I had planned to implement my strategy to reduce inventory losses -- 26 stores with entirely full purchase and sales reservoirs.
