One of the goals 'Market Dominance of the Toy Industy'

Manufacturer's Guide (Toy) has 4 Product types. Two of these are in RED(Games Console and Video Game Console) due to Tech Invented..No and Tech known to you...No

Thought I would start R&D to get the Tech. Use the Layout plan Library, scroll to Tech RD. Message then says cannot use layout plan beacause it contains units, which can onlt be used if Subisary DLC or Digital Age DLC is enabled?
So, how can yopu get Market Dominance of the Toy Industy if you cannor research the Tech?

Unless I'm missing something?

You need to research those toys in the R&D Centre with Product units (avoid the tech units as that is for the Digital DLC stuff):

You should probably also improve the existing toy technology as well for the Stuffed Toy and Toy Racing Car as well so that you can keep up the quality against your competition:
