Pollution Rating ?

Seriously how is his calculated .
My city had 100 Rating
I demolish 1 Mine
Rating drops to 62
I build 14 factories ..
Rating stays at 62 ?
In another city with 100 Rating
AI builds a small factory
Rating stays 100
I demolish it
Rating drops to 75 ?
the pollution indicators also behave strangely. In image below there are 2 pollution dots, but there is no building at the top smaller one.
if i close the mine, that pollution dot stays, but the other pollution dot vanishes
but if i delete another firm elsewhere on the map the pollution instantly vanishes
