[SOLVED] Natural Resources Availability is a bit strange

Hi,
I have found a strange thing about the Natural Resources Availabilty setting.
SV 9.1.01 and 9.0.18 with all DLC´s. Tested in both versions.
The first city in the list of cities in one custom game have much more and the last much less sites (as requested).
The amount of resources decreases the further you advance in the list of cities.
