This is more than just a suggestion, but a suggested method on how to implement the suggestion as well.

Under the CTO's management Policies, add a slider, text box, or incremental value for a salary level to apply to EVERY R&D tile in every R&D firm and a tick mark to set it to "Sustain" if it is desired that they all be kept at this level indefinitely. in theory with this set all newly started projects should trigger a check for salaries and auto-adjust to the level. For example, if I want to auto-sustain at salary level 80 I'd set the value to 80 in the salary indicator however it is implemented, then select the sustain box. When I create a new R&D firm, and assign a project and hit start task/start project, it automatically sets those salaries to 80.. if they aren't already and adjusts it periodically to account for inflation.

This is similar to how the banking interest rates are set for every branch and pricing is set for insurances so I shouldn't imagine it'd be difficult to implement. This would save.. untold clicking and salary adjustment menu clicks and spare many wrists.

I mean I don't know about anyone else but I tend to make an R&D for every product I'm producing and leave notifications on just so I can adjust salaries as needed, even with a CTO in charge. Which results in dozens of notifications on some days. This could be a massive quality of life improvement for gameplay. No having to do a dozen ticks to set salaries on every firm.. and once set you don't have to constantly monitor your firms for salary degrade. I mean in RL corps set a salary for each position and forget.. CEOs shouldn't be constantly distracted by this in or outside the game.

I think that COO must regulate salaries in R&D. If COO knows that other companies want to headhunt scientists - he will set salaries higher. It will be more realistic. Because now, I don't know why do I need COO) Only for Radical R&D?

The Chief Operating Officer's primary responsibility has never been tech. It can operate your factories, your retail stores.. and yes, set their management and salaries as well. But tech firms should be administered by the CTO whose skills help buff and improve the R&D firm's and Software Firm's performance based on their expertise and skill.. which is why they would be most appropriate for deploying a salary level for R&D firms. CTOs assigned to R&D firms I believe also manage their salaries instead of the generic company-wide settings which are also governed mostly by COO settings. At least, this has been my experience in game play.. only the dev would know if my statements are accurate but if my experiences ring true, your COO and HR HQ Division settings generally govern the company overall except for where another officer is assigned or you have personally chosen to remain in control over the tasks. The COO only directly governs firms you have assigned it. Operations you see.. encloses everything. Marketing and R&D are more specific. You can also assign marketing officer to specific firms and their expertise will be applied based on the type of firm, but generally you want to match firm to officer expertise and position and generally your CMO has a good operating skill.. your COO good production, training, retail skills, and your CTO good R&D and training skills ideally. If I am incorrect, someone please say so. I do not believe I know all the details, but I have been playing.. a lot.
