Is this a bug, or by design? It seems like if you limit production on a CEO of a subsidiary, and give 100% to backfill, that they should not be building farms for say, milk, when they are a Home Appliances company. Building a farm is not even proper back fill for a Home Appliances specialized subsidiary.

This occurs with 6.4.02

Currently the Scope of Production settings only affect industrial productions. Farming is not part of the policies.

The CEO is allowed to expand to farming if he/she sees fit.
