Civil Building training budget as well as Facility Upgrades Budget is not being applied per building, despite all tooltips suggesting (as it should be) the budgets are per civic building.

I see this especially when cycling through grade schools.

I have encountered this bug in version 6.206 as well as it still being reproduceable in version 6.213.

Attaching my savegame (currently the first DLC Scenario of the CES DLC, managed to get elected in Busan and experiencing the bug there).

If it helps I can also add screenshots.

Currently, changes to Civil Building training budget as well as Facility Upgrades Budget only apply to the selected building, as indicated by the help message (see the attached screenshots.)

If you are aware of something else that states differently please let us know.

Also, if you think that the game should add a function for applying the budgets all all civic buildings of the same type at once, you may write a Suggestion post.
