Start the game with time stopped

I would like the game to always start with time stopped (speed 0) to give time to explore and ponder what to start with.
Currently the game starts with the clock running at speed 3 (except when the City Economics DLC is enabled). At least I always stop the time when starting a new game and I am sure many other players do that as well. When ready to start the clock one can set it to whatever speed, 1-5, the player desires.
