I just tested it and didn't encounter the same problem.
Are you using any mod?
Is the problem the same when you start a new game?
Anyone else encountered this problem?

Please try the latest version 6.0.06.
You may also try deleting your layout plan file if you don't have any layout plans there that are important.
The file to be deleted is 1STD.PLO and it is located in
C:\Users\<your Windows username>\Documents\My Games\Capitalism Lab\GAMESET
p.s. For the second screenshot you posted, which shows a selection on milk production, it displays that the number of layout plans found for milk is zero. So it is not a bug.
