After a while of playing the cities look like industrial parks.
When you tear down a building there is nothing there and the trees and grass don't grow back.

Are there any upcoming improvements or mods that address this?

In the new City Economic Sim DLC, you will be able to build parks if one of your political party's members is the mayor of the city.
