Ive found this in quite a few games over the last few patches, 1 city appears to be missing a CBD zone.

I think it's possibly the same with my reported problem, the CBD falls into river zone, and never comes back

Check Factoryville, for so many years, CBD still haven't come back.

This bug will be fixed in the next patch v4.2.11.

I build several probing commercials and like my situation, this city's CBD is also most likely fall inside the river. I feel this happens more often if there's a giant river across the city in the middle. But can still happen to other cities (just less often), I had several cities with their CBDs very close to the water, nearly falling into it (and give me the hint that this is actually what's happening than it simply vanishes)
