AI's preference for the first city on the list

I've noticed this phenomena for quite sometime, that AI seems to like the first city on the city list without any reason. I first notice this when there are unequal amount of mansions in the first city (like 80 out of 100). And then when I progress a game for a long time, AIs also tend to build factories in the first city as well (not that unequal, but at least 50%to 100% more than any other cities, but as you can see in the minimap the whole map is covered with factories except the main city area, if the map size is bigger, I'm sure there will be 80% of the factories in the first city). I was forced to completely lock down the first city by marking the whole map's land as not-for-sale, and massive purchasing land plot in the city center just to prevent mansions creeping up everywhere in prime real estate area. (I even tried to increase corporate profit tax rate a lot without locking the whole map as not-for-sale, but AI still prefers it, and high tax rate worsen the emigration problem)
And I can not do anything about these mansions, making it especially frustrated. And AIs tend to build them in the most bizarre places like in the middle of factory land if I forget to market the land not-for-sale. And it generates uncontrollable pollution issue as well. I have to spend like an hour to spread out these factories and lock down the first city (as shown on the screenshot above, and I am still not sure what's the beset spacing between factories).
