Subsidiy option

Since cities tend to make huge cash reserves with nothing to spend it on, how about financial options like subsidies
Subsidies take many forms, you could give R&D subsidies - this would encourage AI firms to build the R&D centres in your city - this would help boost employment.
Transport subsidies to make import/export costs less - would also reduce effect of public facilities being "out of range" since its easier for people to get to them.
Industrial subsidies - you may want to say make the apparel industry favour your city - you could subsidise the set up and or operating costs of just that type of industry.
