AI corporation built civic building

I was curious how would cantdownloadit save end up with, so I advanced it for a decade, and one thing surprised me is that one of the AI corporation somehow built a civic building inside his land. The owner of that corporation is a party leader though, but not the mayor (the party member of the player's party is the mayor of this city, and always has been)
BTW the save file is larger than 10MB to be attached. So I upload it to a file host MRCH_007.SAV - 12.3 MB
