Population inconsistency

I was trying to grow a new city, and at the beginning it feels like the population growth and immigrants seems to be a little slower than it used to be, and in turn causing longer city in debt, and finally can not sustain. So I try to investigate what's going on. With a more established map, I grow a new city fine, but the population growth still seems to be off.

At one point in the very early game, the total immigration is beyond 5000, but the total city population is less than 2000, I though maybe the emigrants wasn't counted right, so I kept running, after a while I finally decided to record and manually added those number up. Starting population 81519, newly added immigrants (9721-5540)=4181, thus the new population should be (81519+4181)=85700. But in the tally, it's only 85655. It doesn't make sense, since there's still natural population growth, hence there's definitely some population missing. Is there some sort of hidden death rate causing people to "disappear"? (And this city already eliminate emigration issue, so that can't be it)

Something is very wrong with the census. 3000 more immigrants just vanished in the thin air. Do our citizens live in the land of the walking dead and get eaten?

The upcoming patch v4.2.05 will contain the fix for this bug.
