Seems AI companies never set up the "Tech R&D" unit

As the screenshot shows below, I started the game in 2000, but 20 years later,there still none of the 40 AI companies is able to manufacture the Smart Phone.
Then I checked the AI companies' R&D Center, all of their R&D units are Product R&D units. Seems AI companies never set up the "Tech R&D" unit.
What's more, I noted that the Quality of Notebook Computer manufactured by AI always stay at 34 level,because they never set up the "Tech R&D" unit to R&D the Tech(VIDEO_ST=30,20
;SSD=30,10 ;DESKTOP_UI=20, 30) of Notebook Computer.
Version 3.0.05 and Version3.0.10 both have this problem:
