Purchasing on subsidiary's behalf

Will it be possible to do a few things with the DLC:
If company A is the parent company of B and C whereas B is focus on R&D as a tech company and C is focus on either production of products or media. Can company A direct both company C to purchase technology from B and direct C to buy new media firms?
