Land plot blocking exploit returns

I thought this exploit/bug had been fixed in earlier version. However, it returns in the release version again, the same as in latest beta version.
The trick is to not buy land with single 1x1 land plot, but a wider 2x2 or larger land plot around the natural resources, then sell the excessive land.
