New building setup cost and expenses bug?

I added new retail store to JASM mod, but cant change it's building cost, and operating expenses. When i change SETUP_COST and EXPENSE fields in Buildings.dbf, nothing is changing in game (build cost is always the same, and monthly expenses are always 0).
