Could you please provide us with your save game by posting it here as a ZIP file attachment and let me know which is your newly acquired R&D center in the game?

Did you mean that when you clicked on the [Set Manager] button at the top-right of the firm detail window, there is no response?
Please note that we have changed the button for setting a firm's manager. Previously it was to click on the person portrait at the top-left corner of the screen. Now there is a new iconic button dedicated to this purpose.

Actually when you have a CTO, the CTO will be in charge of all your R&D centers and you will not be able to set the managers for individual R&D centers.

Yes, but not for all, only for present, new build. Not for bought from other persons.
