In-Game Editor

Something I've been thinking about to make challenge games more difficult, and to make the world in my own twisted styling.
Could we get an In-Game Editor, basically something that would allow us to place businesses for other companies, add or remove their money, place, move, and remove all buildings, etc.
I ask because, for example, frequently the government (auto-placed) businesses, residences, everything really, gets in the way due to their annoying placements. (1 block that is unuseable, etc.) Additionally, if I could, for example, paint on neighborhoods, I could fill in useless spaces with population thus helping the city out.
