SEC does not allow purchase while owned is toggled

In the below screenshot, CEC owns 100% of Happy Resources. When I switch it so that only the companies that Happy has ownership in, I cannot buy into that company. Seen:
However, if I un-toggle it, so that all of the companies are displayed, I can buy. Seen:
I have checked and neither the Personal or the Primary Corporate has ownership.
