Apply all training does not work after merger

This time I decided to play the game, sans scripts. What I found was that when I built a single Department store, I was able to Apply All training, and it worked. I got tired of making no profit, so decided to gobble up another company that was making a sizeable profit so as to offset my lack of one. Merger went smoothly, however when I went to apply the new training level, the below happened.
