Most city simulation games focus on city design and provision in the needs of the citizens.
But in CapLab you could focus more on the financial and monetary matters.
Thus the player would be like a secretary of treasury/finance.
Example of a gameplay:
You start the game as a mayor of a city with a huge public debt (almost every country in the world is in debt).

- - attract Al companies to invest in your city
- provide in the needs of your citizens
- create jobs by attracting Al companies or opening city-owned companies
- balance your city's budget
- pay the public debt
- handle the balance of payment
- provide unemployment compensation
- pay old age pension (social security)
- bailout banks
- etc.
- - collecting taxes, duties and other fees
- issuing bonds (the interest could depend on the rating of your city)
- operating companies just like other Al companies (city-owned companies)
- printing money as long as you have gold reserve
