Capitalism 2 and Capitalism Lab Forum

I bought the game and 3 DLCs about 1 hour ago.
I went to register the keys, I was alerted that the email was already in use, so I did a bit of digging and I found out that I registered an account in 2017. I guess I bought the game back then, and then forgot about it.
I installed the game, and when the installer asked I gave the key I was given in the purchase confirmation email. The email gave me 2 keys, I used the second one.
Starting the game, I could see that the Subsidiary and the Economic Simulation DLCs were present and authenticated, but the Digital Age DLC had a sticker asking me to buy it, meaning the sale was not recognised.

I have a theory: I already bought the game and those 2 DLCs in 2017 (had the DLCs been published already?). That purchase went through fine.
Today I rebought the game, plus 3 DLCs, and the order hasn't gone through.
This below is the message I got after the sale.
Please can someone help me to make sense of this? I am not after a refund, I just want to understand why 2 DLCs are fine and one is not.
